Yes, the show's evolved a lot (thankfully not beyond fart jokes). But that doesn't necessarily mean that it's worse or better than when it first started. The latest season however, I love the fact that they're trying something new with the running plot throughout the season. But even to pick up an individual episode from the latest season out of order, it'll still be funny as hell. But watching it in chronological order uncovers a great story with a present-day moral that effects us all. South Park have always been good at staying relevant and tackling current issues in Western society. And with the latest season especially, by changing up their show format, they have proved that they can do a really good job of that.
